AP-Univision Poll College dreams for Hisp – Ed ha

WASHINGTON – More than 10 years have passed since she gave up her pursuit of a degree in computer science, but Yajahira Deaza still has regrets. She says she feels incomplete.

Enthusiasm about higher education hasn’t been matched by results.

Carolina Cardenas, who oversees outreach for the California State University system, says some Hispanic families don’t realize they can borrow on favorable terms for college.

“There’s a real misperception about how this money gets paid back,” she said. “They don’t want to owe too much, and they’re afraid they have to pay it back immediately.”

In California, the state university system tries to start working with Latino students no later than sixth grade, spelling out what they need to do year-by-year as they move through middle and high school. Part of the pitch is the comparatively low tuition at state schools.

The second most common reason for not finishing college was family responsibilities, cited as extremely or very important by 52 percent.

Deaza said that’s why she had to leave her computer studies back in the late 1990s. A single mom-to-be, she was expecting her first child, a daughter who’s now 11. Now married with three children, she says she has a lot to be thankful for. Still,Ed hardy, she feels bad about not having her degree — particularly when she’s job hunting.

At 33, Deaza hasn’t totally given up her college dream. She’d study accounting next time around. “I like to work with numbers,” she said.

The AP-Univision Poll was conducted from March 11 to June 3 by the National Opinion Research Center at the University of Chicago. Using a sample of Hispanic households provided by The Nielsen Company, 1,521 Hispanics were interviewed in English and Spanish, mostly by mail but also by telephone and the Internet. The margin of sampling error is plus or minus 3.5 percentage points.

Ninety-four percent of Latinos say they expect their own children to go to college, a desire that’s slightly stronger for girls. Seventy-four percent said the most important goal for a girl right after high school is to attend a four-year college, compared with 71 percent for boys.

After graduating high school, Angel Vasquez of Port Arthur, Texas, wanted to go to a technical school to become a diesel mechanic. First he wanted a six-month break. No, said the grandfather who raised him: Go to school immediately or get a job immediately.

“Aspirations for higher education are very strong among Hispanics, but there’s a yawning discrepancy between aspirations and actual attainment,” said Richard Fry, an education researcher at the Pew Hispanic Center.

Indeed, the poll, also sponsored by The Nielsen Company and Stanford University, found that Hispanics value higher education more than do Americans as a whole. Eighty-seven percent said a college education is extremely or very important, compared with 78 percent of the overall U.S. population.

Even among Latinos who are U.S. citizens by birth, only 32 percent said they had borrowed to finance education, compared with 39 percent of the general population. Aversion to debt was even stronger among the foreign-born.

Fifty-four percent said their own parents either did not expect them to go to college, or did not care either way.

“A main takeaway here for policy makers is that there are a lot of things that are inhibiting Hispanics, other than their academic performance,” said Michael Kirst, a Stanford University education professor. “They have really major barriers that are more intense for this population.”

Census figures show that only 13 percent of Hispanics have a bachelor’s degree or higher, compared with 30 percent among Americans overall.

In the next decade, U.S. companies will have to fill millions of jobs to replace well-trained baby boomers going into retirement. As the nation’s largest minority group, Latinos account for a growing share of the pool of workers, yet their skills may not be up to par. Aware of the challenge, some California State University campuses are reaching out to Hispanic children as early as the fourth grade.

Affordability was the top reason for not completing a college degree, cited by 54 percent as “extremely” or “very” important. Financial pressure is magnified by a reluctance to borrow that appears to be cultural.

The poll revealed some of the roadblocks: Latinos don’t have enough money, yet many are reluctant to borrow. Family obligations intervene. Parents and teachers provide only lukewarm support.

Now 23, Vasquez works as a technician for a company that repairs buildings damaged by water and mold. “My grandparents raised me pretty good, and I understand where they were coming from,” he said. But “I seriously wish I would have gone to school because I could be making double the money.”

In the poll, just 29 percent cited poor grades in high school as an extremely or very important reason for not going to college.

She now works in customer service for a major New York bank, and her experience reflects the findings of an Associated Press-Univision poll that examined the attitudes of Latino adults toward higher education. Despite strong belief in the value of a college diploma, Hispanics more often than not fall short of that goal.

The findings have broad implications not only for educators and parents,Abercrombie swimwear, but for the economy.

"The state and local government declines, while widespread, are nowhere near as large or as numerous as the declines in private sector employment," the New York-based research group said.

If the measure survives the Senate, there is still a chance President Barack Obama will veto the entire piece of legislation because it would redirect $500 million for schools from his Race to the Top education reform program to cover the education jobs.

As school districts start classes this fall they are turning to lay-offs and hiring freezes. The $862 billion federal stimulus plan passed last year included billions of dollars sent to states for education jobs. The plan expires in December, prompting many to warn of drastic spending cuts.

Other measures to help states and local governments have largely stalled in Congress. Next week a coalition of city and county groups will come to Washington to press for funds to help them sidestep employment and service cuts.

The institute relies on seasonally unadjusted data from the federal government.

School employees have borne the brunt of the decline.

In early July, the U.S. House of Representatives passed a defense spending bill that included $10 billion for school jobs. Because the House added nonmilitary spending before passing the war bill, the measure must return to the Senate, which already passed its own bill for supporting troops in Afghanistan and Iraq.

State and local government employment tends to be more stable than private sector employment, and rarely declines in recessions, according to the report published on Friday by the Rockefeller Institute of Government.

State and local government employment fell in April through June in 31 states when compared to the year before. Private sector employment,Ed hardy, meanwhile, was down in 44 states, the report said.

"The decline in education employment is far greater in this recession than in other recent recessions, and is comparable to declines in the 1980 double-dip recession," the report said. "With states continuing to face harsh fiscal realities, declines in education employment are likely just beginning."

State government employment is down 0.8 percent from its peak after the last recession and local government is down 1.4 percent. Private sector employment has fallen more than double that at 6.8 percent, the institute found.

Without the $10 billion the U.S. will lose 100,000 to 300,000 jobs, according to White House Chair of the Council of Economic Advisers Christina Romer.

Still, U.S. state and local governments employ around twice as many workers as the country's manufacturing and construction sectors combined, so layoffs are a concern given fears that high U.S. unemployment could lead to a double-dip recession.

WASHINGTON (Reuters) – State and local governments have cut fewer jobs than the private sector during the recession, but public education is still facing its worst job losses in 30 years, according to a report.

Local government employment is at least two to three times as large as state government and accounts for the largest number of government jobs lost, it said.

"Any language that is going to address the deficit issue, even if it's tenuous at best, should be positive for the currency markets, positive for the risk trades because capital markets clearly want to see some sort of containment in spending," said Boris Schlossberg, director of currency research at GFT.

"It should be positive for the euro," he added.

As they worked to put the global economy on a more stable footing, world leaders meeting in Toronto backed away from one-size-fits-all pledges.

"I still believe that we'll be in the risk aversion trading strategies," he added. "It will certainly act negatively toward the euro in the short term. Basically it should be (U.S.) dollar positive and euro negative."

While the broad theme of cutting deficits has been a well-worn topic, one of the key challenges is its implementation, which could ultimately put pressure on risk sentiment.

"In terms of near-term deficit reduction, with no offsetting demand elsewhere, the global outlook is still vulnerable over the next year," said Mark Chandler, head of Canada fixed income and currency strategy at RBC Capital Markets.

But the New York-based analyst said the event generated few surprises overall and "the market is going to remain in a state of flux after this."

The euro zone's debt crisis and the world's economic health have been underpinning global trading sentiment, with glimmers of hope sparking rallies, but caution was still the main watchword.

Specifically, it said the group would aim to at least halve deficits by 2013 and stabilize or reduce government debt-to-GDP ratios by 2016.
